Operators would limit the Russians access to free application-Zello walkie-talkie at the request of Roskomnadzor. The owner of the service, American Zello Inc., has not provided the authority necessary for work on the territory of Russia information
Roskomnadzor has sent the Russian communications operators the requirement about locking the app Zello, and they should do it during the day, told RBC representative of the Supervisory authority Vadim Ampelonskiy. The reason — the owner of Zello Inc. not sent to the office in time information for inclusion in the register of the organizers of information dissemination (ARI).
“The Company Zello Inc., apparently, refused to comply with the requirements of Russian law for image reasons, despite the fact that her services were actively used for organizing an unsanctioned protest actions among truckers,” said Vadim Ampelonskiy.
Zello is a free application for devices running operating systems Android, BlackBerry and iOS which allows you to send voice messages, by analogy with the radio. With its help, you can send messages to one person or to create a multiuser channels, so it became popular among activists and truckers. As stated in the Zello in social network “Vkontakte”, the application has 200 thousand open channels, which also can connect but the service itself is set at 100 million users. In Russia Zello more than 400 thousand active users reported by the company.
According to the law “On communications” to the ORI include email services, instant messengers, forums and other services that allow Internet users to exchange e-mail. From 1 July 2018 the ORI will have to store the information about the facts of the exchange of messages of its users for years, and the contents of such messages, audio calls, images, etc. — up to six months. ORI will have to provide this information at the request of law enforcement. If the delivery and processing of electronic communications uses additional coding company must provide decoding information to the FSB.
Roskomnadzor at the beginning of March sent Zello the requirement to provide information for inclusion in the register of gold, but the response from the company followed. March 15, the Agency sent a reminder and gave the company 15 days to provide the required information. Thus on his page in Facebook Zello published a letter from Roskomnadzor. About whether the company plans to comply with the authority regulations, the record has not been mentioned.
Again without waiting for a response in due time, Roskomnadzor started blocking services Zello for Russian users. The representative of Roskomnadzor expressed the hope that the requirements of the law will eventually be fulfilled and application lock will be short. “That service was unlocked, Zello is necessary to fulfill the requirements that the law imposes YELL, and tell us about it,” he said. The representative Zello at the time of publication had not responded to a request to RBC.
According to Ambalangoda, for the last time in the registry ORI was included Swiss messaging app Threema, as well as file sharing Mediaget (Bahamas), depositfiles.com (Seychelles) and Letiitbit (Luxembourg).
