Media and communications Union has proposed the formation of the amendments to the bill on blocking “mirrors” pirate sites to discuss the mechanism of extrajudicial blocking of such resources. This Supplement would help speed up the fight against piracy, experts say
The President of an industry Association of Media communication Union (ISS) Pavel Stepanov proposed the formation of the amendments to the bill on blocking “mirrors” pirate sites to discuss extrajudicial blocking of such resources. With the proposal of the head of the ISS was made today, March 21, the forum Connected Future.
Initiative blocking “mirror” (exact copy of pirate websites located in other locations) involves the addition of existing legislation in the field of combating illegal content special terms “derivative website on the Internet,” or “mirror”. The corresponding package of amendments developed by the Ministry of communications and, according to a source RBC in the media market, ISS on the rights expert also participated in the development of some provisions of the bill.
According to the document, Roskomnadzor will block such resources on the basis of a court decision. Internet service providers who fail to comply with a prescribed interlock, will pay the penalty to 100 thousand rubles.

Last week, March 17, the bill on blocking “mirrors” was adopted by the state Duma in the first reading. A second reading head of the ISS, Pavel Stepanov proposes to “seriously consider” a radical measure — the extrajudicial blocking “mirrors” — with members of the working group which is currently developing amendments to the document. The date of the meeting has not yet been determined, said RBC representative of the ISS.
This “administrative” view of the lock according to Stepanov, “is used in the international practice and will allow to respond faster to calls pirates” who use new technologies and thus form a live “shadow” market.
The head of ISS proposes to use extrajudicial blocking in two aspects: at the stage of deciding eternal lock and how the interim measure. Stepanov has no doubts about the effectiveness of the lock according to the court, which is already in the bill, and does not propose to exclude it.
According to Stepanov, the ISS faces the challenge in the medium term to reduce the penetration of illegal content with the current 65-80% (estimates vary) up to 30-40%. Too high level of consumption of pirated content threatens media market reduces its attractiveness, the President of the ISS.
