The Finance Ministry intends to deprive the Ministry of economic development the right to determine state policy in the sphere of public procurement. The draft government decision published by the Ministry of Finance on the portal disclosure of draft normative acts on Tuesday, February 28. The document is available for public comment, which should be completed by March 14.
The establishment of the public procurement rules is one of the most important and expensive powers of the Ministry of economic development. According to the portal of public procurement for 2015 and 2016, state-owned enterprises and agencies annually spend on purchases for their needs at 6.4 trillion.
The need for removal of this authority from the Ministry of economic development, the Ministry of Finance in the explanatory note to the draft does not substantiate. It only says that the order to develop a draft act “to clarify the powers of the ministries and departments in government procurement” the Ministry received from the government of Russia.
