Finance Minister Anton Siluanov proposed to withdraw from oil and gas companies additional 50 billion roubles per year due to the increase in the severance tax. Earlier it was reported that the total size of the new exemptions in 2017 will be about 200 billion rubles.
The Ministry of Finance in the next few days will work with the Ministry of energy the mechanism of tax exemptions of the oil and gas industry in 2017-2019. This was reported to journalists by the Minister of Finance Anton Siluanov during the Moscow financial forum, the correspondent of RBC.
“We expect an increase in withdrawals from this [oil and gas] sector of about 50 billion rubles annually in severance tax,” — said the Minister. According to him, now the Ministry of Finance is working with the Ministry of energy, how can the level of exemptions will be distributed. According to him, relevant agencies have agreed that we will in the next five years to implement the tax maneuver, which is to reduce export duties and increase of internal taxation through severance tax. “This will be done very carefully, gradually, without pressure, and some revolutions in the refinery market,” he added.
Siluanov also said that the Finance Ministry plans to align the levels of taxes in the oil and gas industries and, first and foremost, it involves “Gazprom”. For example, at the end of 2015, “Rosneft” has paid in taxes to 1.77 trillion rubles., and “Gazprom” — only 619,867 billion.
Previously it was assumed that to cover the budget deficit in 2017, the Finance Ministry wants to increase the tax burden on oil and gas companies at 200-232 billion rubles, having increased primarily met. The option of the Agency assumed that an increase in excise taxes on gasoline and other petroleum products by 1 ruble per liter compared to the original plans.

According to calculations of the Ministry of energy, this can lead to an increase in petrol prices by 1.6 per liter RUB and RUB 1.9 per litre of diesel at filling stations in 2017.
But the Finance Ministry opposes the confiscation of the greater part of the taxes by maintaining the excise tax on fuel level in 2016, told RBC a source in this Department. In the case of the adoption of this scenario with an oil price of $50 per barrel, the price of gasoline could rise from 3 to 5 rubles. per liter compared to the current one, he points out. These estimates are too high, retorted the official energy: the price of gasoline and diesel fuel will rise by only 1.5-2 rubles per liter.
