The Ministry of economic development considers necessary to switch from state support for distressed enterprises to support the export. It must be accompanied by significant simplification of procedures related to exports: expedited VAT refund, cost reduction and simplification of customs regulation and export controls, reducing import duties on components and equipment.

According to “Kommersant”, the program of the Ministry of economy in reality is the ideological consensus between the Ministry, the Ministry of Finance and the Central Bank.
